About CSACS: -
Chandigarh State AIDS Control Society (CSACS) was registered in 1998 for implementing National AIDS Control Programme. NACP is a 100% centrally sponsored project. Secretary Health, UT Chandigarh is the Chairman of the Society, Project Director is the technical head assisted by Deputy Directors, Assistant Directors, other officers and supporting staff.
During NACP I (1992-1999) the stress was on awareness generation among the general population and high risk population. In NACP II (1999-2006) main focus was targeted interventions for HRGs along with awareness increase in awareness among general population and high risk population. It also included strengthening and expansion of VCTC, Blood Bank, PPTCT and PEP services etc.
Function of CSACS: -
1. To fully utilize the funds sent by NACO for AIDS programme in the state of Punjab according to Govt. of India guidelines.
2. To prevent HIV transmission and to control its spread.
3. To reduce morbidity and mortality associated with HIV infection.
4. To reduce the adverse social and economic impact resulting from HIV infection.
5. To coordinate and strengthen STD/HIV/AIDS surveillance.
6. To provide technical support in HIV/AIDS prevention and control to govt. and non-govt. organizations.
7. To enhance the community awareness specifically Knowledge, attitude and practice of high risk groups.
8. To develop health education materials for distribution and adoption by agencies working in AIDS prevention.
9. To channelize and integrate the activities of non-governmental organizations in AIDS control and prevention.
10. To promote safety of blood and blood products and encourage voluntary blood donations movements.
11. To provide facilities and to strengthen sexually transmitted diseases service in government and private medical institutions and practitioners.
12. To provide diagnostic management facilities for HIV/AIDS.
13. To develop counseling services.
14. To organize social support for management of HIV infected and AIDS patients.

Duties of CSACS
1. To strengthen and modernize blood bank so that every unit of blood is screen for Human Immuno deficiency virus before transfusion.
2. To strengthen sexually transmitted diseases and to coordinate sexually transmitted disease surveillance.
3. To launch an intensive campaign about the preventive aspects of STD/HIV infections.
4. To provide effective clinical managements including home care surveillance and research.
5. Other activities related to the objectives stated above.

Administrative Divisions:
|
Chandigarh is considered as one district administratively. It is divided in 3 Sub-divisions
namely Central, East and South. A Sub Divisional Magistrate (SDM) heads each Sub-division.
This city has a Municipal Corporation with 21 wards. A Mayor heads Municipal Corporation
with 1 Senior Deputy Mayor & 1 Deputy Mayor assisting him/her. Each Municipal Corporation
ward has an elected representative called Councilor. Municipal Corporation has the
post of Medical Officer of Health (MOH) who looks after public health and environmental
sanitation and is also Nodal Officer for Primary Health in the city. Urban slums
are also under Municipal Corporation.

Demographic and Socio Economic Profile
|
The population of Chandigarh is 9,00,635 (Census 2001) and the projected population
is 14,38,000(2011) out of this 60% resides in the urban areas, 30% in urban slums
and 10% in rural areas. Chandigarh has a decadal growth rate of 40.28% (Census 2001)
(against 21.54% for the country). Chandigarh has 22 villages (13 are under Chd.
Administration and 9 villages are under the Municipal Corporation). There are 41
urban slums and colonies in the city.

According to National Urban Sanitation Policy which ranked the cities of India on
Sanitation(2009-2010)CHANDIGARH HAS BEEN RANKED FIRST AMONGST THE TOP 25 CITIES.
Chandigarh has also been ranked first in Greenery and Plantation, Purity of Drinking
Water, Efficiency of Garbage Disposal, Clean record, Cleanliness of public toilets,
Participation of Municipality, Cleanliness on roads and Dustbin in public places
by far in the country by ORG-AC Nielson in their recent survey.

- Human Development Index and Gender Development Index.
- Long healthy life and decent standard of living among the states of our country.
- Economic participation and decision making, it implies that Chandigarh?s share in
Administrative services or IPS and IFS is maximum and there is more enrolment in
Medical and Engg. colleges.
